Mix together the flour, sugar, salt. If using instant yeast, mix into the dry ingredients. If using, active dry, dissolve it in the warm water with 1 teaspoon of the sugar and set it aside for about 10 minutes until bubbly.
Add the water (or milk) and oil and mix until all the flour is incorporated. Knead for 5 minutes.
Portion the dough into 8 equal pieces and shape into rounds. Cover and allow to rise until almost doubled in size (40 minutes to 1 hour). Preheat the oven to 400°F.
